Eight candidates have filed for the five open Kirkland City Council positions this week during the King County candidate filing period.

Candidates had until 4:30 p.m. May 17 to file for an elected position to be considered during the November general election.

Incumbent council members Deputy Mayor Doreen Marchione, Penny Sweet and Amy Walen are in the mix with Shelly Kloba, who the council recently chose to temporarily fill Position 2 after former Councilman Bob Sternoff resigned in March.

Newcomer Dave McDonald filed for the Position 2 seat on Friday and will face off against Kloba.

Software engineer and Kirkland Planning Commission member Jay Arnold filed for Position 1, which will be vacant after Mayor Joan McBride steps down from her seat at the end of the year. Arnold announced his bid for the seat back in February.

Martin Morgan, who is new to city government but not to campaigning, filed on Friday to challenge Arnold.

This is Morgan’s third time running for a council seat. The Reporter published a story in 2009 that outlined Morgan’s criminal history and his issues with the city. At that time, he owed the city $20,000 for violating city codes. City officials said Morgan has until 2016 to pay the fine.

Morgan also ran for a seat in 2011, at which time he said he planned to continue running for council at least until 2016.

The Game Neighborhood Grill & Bar owner William (Bill) Henkens filed on Friday to run against incumbent Deputy Mayor Doreen Marchione for the Position 7 seat.

Two incumbents will run unopposed – Penny Sweet for Position 3 and Amy Walen, Position 5.
