Kirkland City Council moves forward with evaluation of site for ARC

The Kirkland City Council approved a resolution on June 16 authorizing the evaluation of the Christ Church property as a possible site for the proposed Aquatics-Recreation-Community (ARC) Center and allowing property acquisition discussions to begin between the City and Christ Church representatives.

The Kirkland City Council approved a resolution on June 16 authorizing the evaluation of the Christ Church property as a possible site for the proposed Aquatics-Recreation-Community (ARC) Center and allowing property acquisition discussions to begin between the City and Christ Church representatives. The City Council also set a public hearing date for the formation of a Metropolitan Park District (MPD) for July 7. In March, the City Council expressed interest in exploring a ballot measure that would propose the creation of a MPD as a funding mechanism for the ARC.

The site evaluation of the Christ Church property, a 12-acre parcel located in the Totem Lake Neighborhood, would include three-dimensional massing studies of the site, building and parking and civil engineering to assess utility service, site drainage, storm water treatment and detention. The analysis will also consider the extension of 118th Avenue NE and structural engineering to assess the foundation system. The assessment will also look at the possible co-location of the Parks Maintenance Center which is currently located in the Norkirk Neighborhood. By approving Resolution R-5132, the Council authorized approximately $50,000 to complete the assessment.

During the July 7, the City Council will hold a public hearing to receive public comment on two proposed ordinances; one that would place a measure on the November 3, 2015 ballot to  create an MPD and a second ordinance that would approve an Interlocal Agreement between the City and proposed MPD.

The North Kirkland Community Center remains as a potential site for the proposed ARC. Juanita Beach Park was formally removed by the Council in April 2015 as a possible location.

Information on the MPD and proposed ARC will be available at the June 25, 2015 Kirkland 2035 Open House which will be held at Kirkland City Hall from 5-7 p.m.
